Request For Proposal THE HOUSING AUTHORITY OF THE CHOCTAW NATION OF OKLAHOMA is accepting proposals from qualified professionals to provide Architectural, Engineering, and Construction Management Services: • Construction Documents, including design, structural, mechanical, electrical engineering as well as Civil Engineering, full range of construction management services to include pre-construction, active and post construction activities, as well as surveys and soils testing as needed for their upcoming Independent Elderly Expansion projects and other projects as may be identified. The Construction Projects will be located on cluster or semi scattered sites throughout the Choctaw Nation Service Area of Southeastern Oklahoma. Sites specifically include areas located within the boundaries of the City of Antlers, OK (Pushmataha County), a site in the City of Coalgate, OK (Coal County), and an additional site in or near the City of Broken Bow, OK (McCurtain County). • The projects will consist of all Roadways, Water, Sewer, Storm Drain, postal delivery, and any other infrastructure as may be needed or required for a cluster site project. The structures will be a one bedroom design suitable to accommodate elderly or near elderly residents. Homes will be limited to less than 750 sq. ft. and the chosen designer will be required to place an emphasis on energy efficiency as well as cultural aspects for the projects. The projects will further include a design for a Common Building. This area will be to accommodate offices and community activities space. • Planning, feasibility and cost analysis for the projects will also be required by the chosen firm/firms. • Coordination between the Housing Authority of the Choctaw Nation, Selected Construction Company/companies, Local Authorities, all necessary utility companies and all code enforcement officials and regulators (including City, State, and Federal). Proposals will be accepted at the Administration offices of the Housing Authority of the Choctaw Nation of Oklahoma at 207 Jim Monroe Rd. (P.O. Box G) Hugo, Oklahoma 74743 until 2 pm on Friday, June 10, 2016. Proposals should be clearly marked A&E Services Proposal ATTENTION Scott Grosfield. Proposals will be accepted from Indian or Indian-Owned Organizations or Economic Enterprises; Indian preference will be given ONLY to those firms who provide current certification as an Indian or Indian-Owned. Failure to provide proof of certification with bid may result in denial of Indian Preference. This contract is subject to Section 7 (b) of the Indian Self-Determination and Education Assistance Act, which requires in part, that to the greatest extent feasible, preference in award of contracts and subcontracts shall be given to Indian Organizations and Indian Owned Economic Enterprises. In addition, this contract is subject to 24 CFR Part 135 as amended to implement changes made to Section 3. Section 3 provides, in part, that to the greatest extent feasible, recipients and contractors will give economic opportunities and employment opportunities to low and very low-income persons. As a minimum threshold requirement each offer or is required to provide evidence that their Architect and/or Engineering firm is currently registered in the State of Oklahoma and carries errors and omissions insurance. A copy of current and/or past performance information highlighting information in projects participated in that are similar in size and scale to these proposed projects. Copy of current staff (highlighting Indian or Non-Indian) including any certificates or licenses held by majority of positions who will be assisting on the project. The Housing Authority reserves the right to reject any or all proposals. EVALUATION CRITERIA The following evaluation criteria shall be used to rate and rank each offer and technical qualification statement submitted. A select number of offerors, who meet the minimum threshold requirements, may be given an opportunity to present a brief presentation to the evaluation panel. This presentation is optional as part of the selection criteria and any information provided will only supplement the information submitted in the technical qualifications statement. As a minimum threshold requirement each offeror is required to provide evidence that the A/E firm is currently (1) registered in the State of Oklahoma (2) carries “Errors and Omissions” Insurance. Any offeror who does not meet this threshold requirement will be disqualified and receive no further consideration. THE FOLLOWING CRITERIA&POINTS WILL BE UTILIZED IN THE SELECTION PROCESS Experience – Experience in like size projects demonstrated in proposal with drawings and narrative of said projects in meeting Budgets and Timelines. 0-25 points Capacity - For both Architect and Engineering services should be included in proposal, along with resume(s) of key staff that will be assigned to this project and their availability. 0-25 points References - Proposal shall include at least a minimum of three (3) and not more than five (5) references of past clients, who may be contacted by the selection committee concerning previous projects. 0-20 points Cost – Proposal should include estimate of costs of Architectural services and Engineering services required to complete this project. 0-20 points Indian Preference – For those offerors who qualify as an Indian owned entity or economic enterprise, Indian Preference shall be exercised. 10 points
